Non-refundable rates in Russian hotels may be introduced from the second half of 2025

In Russia from the second half of 2025 may introduce non-refundable rates for hotel reservations on a par with refundable rates, the press service of the Ministry of Economic Development of the Russian Federation reported on December 27.

The corresponding bill will soon be submitted to the State Duma. Deputies will begin its consideration in the spring session.

"The introduction of non-refundable reservations will maximize the interests of people. With a refundable reservation, the tourist will be able to fully refund the hotel costs in case of trip cancellation, with non-refundable - to receive hotel services at a reduced price," - stated on the website of the department.

At the same time, consumers will retain the opportunity to return the prepayment if the trip is canceled due to illness or other serious force majeure situation.

The Ministry of Economic Development proposed to introduce non-refundable rates in Russian hotels on August 17. The idea was criticized in the Alliance of Travel Agencies (ATA). Alexan Mkrtchyan, vice-president of the organization, said that this initiative is beneficial for the hotel business, but the innovation will increase risks for tourists.
