Car owners whose cars have registration plates without the tricolor will not have to change them. Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation, told Izvestia on December 28. He specified that the recently adopted GOST for state registration marks, providing for the mandatory presence of the Russian tricolor on the plate from January 1, 2025, does not have retroactive effect.

"If the owner of the car put the car on the account and made license plates without the flag before this requirement came into force, he does not have to change the registration plates. The installation of new-style plates will be required for drivers who first or re-register a car after January 1, 2025. Those who registered the car earlier and received license plates with the RUS inscription only, can continue to use them," he emphasized.

The expert specified that police officers will be able to determine when the vehicle was registered by the date specified in the vehicle registration certificate.

If the car was registered after January 1, 2025 and the car owner made numbers without the mandatory flag on them, then a trip on this car will be considered as driving a vehicle with non-standard numbers, said the lawyer of the movement "Freedom of Choice" Sergei Radko. For this violation, according to Part 1 of Article 12.2 of the CAO RF, the punishment is a warning or a fine of 500 rubles, the lawyer emphasized.

GOST, providing for the mandatory presence of the Russian tricolor on car license plates from 2025, was adopted by order of Rosstandart in November 2024.
