The law also introduces penalties for repeated driving without a MTPL policy. The fine for this will be from Br3 thousand to Br5 thousand. Changes have been made to Article 12.37 of the CAO RF ("Failure to comply with the requirements for compulsory civil liability insurance of vehicle owners"). Now the fine for driving cars without MTPL insurance is Br800. Previously, there was no separate penalty for such a violation.

Drivers are obliged to pay Br1.5 thousand for driving at a red traffic signal, Br2.5 thousand for driving on the side of the road, Br750 for failure to comply with the requirements of markings and signs. The fine for turning in the wrong place for motorists will amount to Br1.5-2.5 thousand.

The fine for driving with an unfastened seat belt will amount to Br1.5 thousand instead of Br1 thousand. The fine for driving under the influence of alcohol will increase from Br30 thousand to Br45 thousand. The law also provides for a reduction from 50 to 25% of the discount, with which a motorist can pay the fine.

In addition, 30 days instead of 20 will be given to pay the fine with a discount.

Fines will be increased by an average of 1.5 times, the law should come into force on January 1, 2025.

The Federation Council supported the increase in fines for traffic violations on December 19. Amendments to increase fines for traffic violations were adopted by the State Duma in the II and III readings on December 12.

December 20, President of the Russian Union of Motor Insurers (RUIA) Evgeny Ufimtsev at a press conference said that the control of the presence of a valid CMTPL insurance policy with the help of cameras of photo-video registration of violations in all regions of Russia is planned to be introduced from March 1, 2025, while fines in automatic mode drivers may begin to write before the end of next year.

December 12, the State Duma passed a bill to introduce a fine of up to 5 thousand rubles for repeated driving without a MTPL policy. The Russian Union of Auto Insurers supported the bill, but noted that the new punishment will be effective only if the violation is recorded with the help of automatic cameras.
