In 2025, the volume of preferential lending to agrarians will be maintained. This was announced by Deputy Prime Minister Dmitry Patrushev on December 26 during a meeting to ensure the stable functioning of the agro-industrial complex.

"An important tool for agrarians remains preferential lending. Despite the current key rate, this mechanism continues to operate. In 2024, more than 330 billion rubles were allocated for it. In 2025, it is planned to maintain the volume of lending. The Chairman of the Government has agreed to allocate in early 2025 more than 28 billion rubles to subsidize new loans directly for the sowing season," he said.

Patrushev emphasized that the mechanism will be adjusted: pork production will be included in the directions of investment lending, the priority for dairy farming will be increased, i.e. the rate for it will be lower.

He also noted that the domestic agro-industry fully ensures food security of the country and guarantees the fulfillment of export obligations. The government has allocated more than 650 billion rubles for its support in 2024.

"The main issue is preparation for the next season, first of all for the sowing season of 2025. The Ministry of Agriculture has preliminarily formed the structure of sowing areas. Including about 20 million hectares of winter crops have already been sown for the new harvest," said Deputy Prime Minister.

During the meeting the heads of Amur, Omsk, Voronezh, Rostov and Saratov regions reported on the situation with the harvest in their regions. Patrushev noted that the entire harvest should be registered with the Rosstat authorities. He also instructed to carry out a set of measures to preserve winter crops.

Following the results of the discussion, Deputy Prime Minister gave a number of instructions. The Ministry of Agriculture should promptly finalize and approve the structure of sowing areas for 2025, as well as a plan for the use of domestic seeds. Roshydromet needs to provide the most detailed forecast for the coming season for production planning.

The issues of crediting the agro-industrial complex, as well as prices for material and technical resources in the regions will be under constant control. Facts of unreasonable price increases will be suppressed.

Earlier, on December 20, Dmitry Patrushev instructed to monitor the composition and movement of personnel employed in the agro-industrial complex (AIC) by the end of 2024. Then they also discussed a new national project "Technological support of food security", which will be launched in 2025. It includes a separate federal project to train high-tech specialists. The main goal of the project is to provide the industry with at least 95% of trained personnel.
