The State Duma warned Russians about fines for decorating entrances for New Year's Eve

Decorating the entrance to the New Year without the knowledge of the management company and the consent of neighbors can lead to a fine of up to 15 thousand rubles and even to criminal liability. This was reported by First Deputy Chairman of the State Duma Committee on Construction and Housing Vladimir Koshelev on Wednesday, December 25.

The deputy reminded that, according to the Housing Code of Russia (Art. 36), the common property of an apartment building, including the entrance, belongs to all homeowners on the right of common shared ownership, so without the consent of all owners of housing any such actions are considered unauthorized.

"On such actions neighbors have the opportunity to complain to the management company, state housing supervision, prosecutor's office and Rospotrebnadzor," - warned the MP in conversation with Lenta.Ru.

Koshelev added that unauthorized decoration of the entrance may attract the attention of the Ministry of Emergency Situations, as the main risk of New Year decorations placed in the entrance is the violation of fire safety rules.

New Year garlands can cause a fire, especially if electrical appliances are connected in violation of existing fire safety rules and regulations, he emphasized.

"A fine for this can be up to 15 thousand rubles. In addition, if unauthorized decoration of the entranceway led to a fire and subsequent death or injury of people, you can face such negative consequences as bringing to criminal responsibility under Articles 109 and 219 of the Criminal Code of Russia," he said, adding that these articles provide for a penalty of imprisonment up to four years.

Earlier in the day, "Moscow 24" reported that Russians began to send out fines en masse for decorating their cars for New Year's Eve. Some wrap garlands around the body, others install small Christmas trees on the roof. It is noted that the traffic police inspector may regard this as a change in the car design.

The size of the fine is 500 rubles, specifies NSN.

In turn, lawyer and human rights activist Mikhail Salkin noted that the New Year garland on the car can fall off and provoke an accident, reported on the website aif.ru.
