The State Duma has proposed to assign migrants to one employer in all spheres. Leonid Slutsky, head of the State Duma Committee on International Affairs and leader of the LDPR faction, came up with such an initiative. He told "Izvestia" about it on December 25.

"I fully support the proposal of the Ministry of Construction of Russia to oblige migrants to work for one employer, which will be fixed in his patent. Moreover, we take the initiative to apply such a practice in all areas of the labor market and for violation of the proposed rule to provide for administrative responsibility for both the "guest workers" themselves and their employers. This approach will help to streamline the flow of migrants, who often go from hard work to delivery or to crime in general", - said the deputy.

According to him, the main thing that will be achieved by this measure is to strengthen control over migrant workers and reduce staff turnover in key sectors of the economy.

"But it is important not to go overboard here, so that as a result of "assigned patents" the existence of migrants does not turn into a kind of "workhouses" described by [writer Charles] Dickens. This practice should not become a new serfdom or another opportunity for corruption schemes," he said.

Earlier, on December 9, Russian President Vladimir Putin said that the concept of migration security and recommendations to improve legislation in the fight against illegal migration had been prepared in time. He pointed out that all measures in migration issues should be taken in such a way that both people moving for work from one country to another and the population of these states feel calm and confident.
