The fine for speeding 20-40 km/h will increase from Br500 to Br750 from January 1, 2025, while for drunk driving - from Br30 to Br45 thousand. This was reported to "RIA Novosti" on December 25 by Director General of the professional legal group AID, lawyer David Adams.

According to the expert, many sizes of fines have not changed for years, ceasing to be relevant due to inflation and income growth - for example, the fine for speeding 20-40 km / h, which will be increased from January 1, 2025.

"Special attention is paid to drunk driving. The fine for this offense increases from 30 to 45 thousand rubles. A similar fine threatens and for refusal of medical examination, which, in fact, equates to an admission of guilt," - said Adams.

The specialist said that such a toughening of punishment is explained by the high probability of accidents due to drunk drivers and the desire of the state to strengthen the level of public censure of such behavior.

"Changes have also affected the order of payment of fines. Now instead of 50% of the amount within 20 days, violators will have to pay 75%. However, the grace period has been increased to 30 days, which balances out the new conditions and gives drivers more time to fulfill their obligations," the lawyer added.

Adams said that such measures are introduced for several purposes: to reduce accidents on the roads, as stricter fines can make drivers drive more cautiously, and to strengthen discipline. The lawyer also said that now 75% of fines will remain in regional budgets.

In addition, Adams stressed that systematic violators can continue not to comply with traffic rules and pay with fines "price" for the use of transport.

According to the expert, the effectiveness of increasing fines depends on correctly organized control over traffic rules compliance, including fixation cameras, inspectors and the possibility of appealing in court. Adams notes that the toughening of penalties is to protect the life and health of people, not to replenish the treasury.

On December 20, the president of the Russian Union of Auto Insurers (RUIA) Evgeny Ufimtsev said at a press conference that the control of the presence of a valid CMTPL policy with the help of cameras of photo-video fixation of violations in all regions of Russia is planned to be introduced from March 1, 2025, while fines in automatic mode drivers may begin to write out by the end of next year.

Earlier, experts interviewed by Izvestia criticized the increase in fines for traffic violations. Thus, Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation, said that the decision of the deputies is unreasonable, because it was taken without analyzing what violations most often lead to accidents. In addition, reducing the size of the payment discount will lead to a decrease in the collection of fines, he said.

December 12, the State Duma passed a bill to introduce a fine of up to Br5 thousand for repeated driving without a MTPL policy. The Russian Union of Auto Insurers supported the bill, but noted that the new penalty will be effective only if the violation is recorded with the help of automatic cameras.
