The Ministry of Industry and Trade commented on fixing the list of strategically important drugs

To date, the term "list of strategically important drugs" has not been enshrined in the current legislation, as well as the criteria and procedure for its formation, the Ministry of Industry and Trade noted. They told Izvestia on December 24 that the criteria of the list will help to annually update the nomenclature of drugs.

"According to the strategy "Pharma-2030", it is supposed to develop a draft federal law that provides for the government to be empowered to develop a list of strategically important drugs, as well as the creation of acts involving the development of the procedure and criteria for the formation of the list and its annual updating," the ministry said.

The Ministry believes that the criteria of the list of strategically important drugs will help to annually update the nomenclature of drugs demanded by the health care system in the medium and long term, as well as to determine the product line, for which it is advisable to localize on a full cycle, including the production of pharmaceutical substances.

For the list of strategically important drugs, they added, the possibility of applying from January 2025 restrictions on the purchase of goods originating in foreign countries in the form of a mechanism of "second superfluous" is established.

The agency specified that the mechanism of "second extra" will be triggered when participating in the purchase of at least one manufacturer of a drug from the list of strategically important drugs in the presence of full-cycle production in the countries - members of the Eurasian Economic Union and when participating in the purchase of at least one manufacturer of a drug from the list of vital and important drugs, produced from the stage of finished dosage form.

Earlier, on December 23, it was reported that the concept of the list of strategically important drugs and mechanisms for its formation will be introduced into the law on the provision of medicines to the population. The bill developed by the Ministry of Health was supported by the Russian government. The list will include drugs that provide the basic needs of Russian health care.
