It is necessary to supervise the pardoned participants of the special military operation (SMO), who were previously prosecuted for crimes, including murder. This was stated by the head of the Council for the Development of Civil Society and Human Rights (HRC) Valery Fadeyev on December 24.
"We need supervision (over those pardoned for participation in the SVO. - Ed.). Not supervision in the criminal sense, since they have already been pardoned. There is a need for separate legislative initiatives," Fadeyev's words are quoted in the HRC's Telegram channel.
In his opinion, this decision will help prevent possible recidivism of crimes.
The head of the HRC also added that he sees nothing wrong with such an approach.
Last November, Russian presidential spokesman Dmitry Peskov noted that convicts participating in the SVO atone for their guilt "with blood on the battlefield." He recalled that there is a special procedure for pardons, requiring relevant decisions at various levels, up to and including the president.
In late June, Russian President Vladimir Putin signed a law on the possibility of conscription of convicts for contract service. The law applies to persons who have committed crimes of minor or medium gravity and have a criminal record, except for convictions for crimes against the sexual inviolability of minors.
The special operation to protect Donbass, the start of which was announced by the Russian president on February 24, 2022, continues. The decision was taken against the backdrop of an aggravation of the situation in the region due to shelling by the Ukrainian military.
