State Duma proposes to fine road owners for lack of traffic schemes

Draft laws have been submitted to the State Duma under which it is proposed to oblige owners of freeways to inform drivers of changes in the organization of road traffic by posting a new traffic scheme. It is proposed to establish monetary penalties for failure to fulfill the requirement. The documents were published on December 24 on the website of the lower house of parliament.

The bill proposes to introduce administrative fines of Br5-10 thousand and Br50-70 thousand for violation of requirements to inform about the ban on entry, stopping or parking or about changes in the scheme of traffic organization, respectively. With regard to officials of state bodies and local authorities, the fine should be Br15-20 thousand, according to the deputies.

Paragraph 3 of Article 21 of the Federal Law "On Road Safety" establishes the requirement to inform about bans or changes in the scheme of organization of road traffic, as well as the reasons for such actions. As noted in the explanatory note, the law requires informing citizens 20 days before banning or changing the scheme of organization of road traffic, but it is violated. In addition, there is a problem due to drivers' misunderstanding of the new traffic route due to the lack of a visual scheme.

"When installing new signs, markings, it is difficult for citizens to orient themselves, which causes slowdown in movement and large traffic jams, especially during peak hours and in places of difficult interchange or a small number of road lanes," - said the authors of the document.

December 20, it was reported that the control of the presence of a valid CMTPL policy with the help of cameras of photo-video fixation of violations in all regions of Russia is planned to be introduced from March 1, 2025, while fines in automatic mode drivers may begin to write out by the end of next year.

Also last Friday, it became known that the Federation Council approved at its plenary session a law that increases fines for a number of traffic violations, reduces the discount on payment of fines, and introduces punishment for repeated driving without a MTPL policy.
