The law on MTPL insurance will be introduced in new regions of the Russian Federation on January 1

On January 1, 2025, the law on CMTPL insurance will become effective on the territories of new regions of Russia. This was announced by the president of the Russian Union of Motor Insurers (RUIA) Evgeny Ufimtsev at a press conference, reports a correspondent of "Izvestia" on December 20.

"Insurers are ready to launch compulsory types of insurance in new territories. From January 1, 2025 the legislation on CMTPL, MTPL and OSOPO will be in full force on the territories of the Donetsk People's Republic, Lugansk People's Republic, Zaporizhzhya and Kherson regions," he stressed.

Owners of vehicles, as well as carriers of passengers and owners of hazardous production facilities are obliged to insure civil liability before January 1.

Earlier it was assumed that the norms of MTPL, MTPL and OSOPO will start to operate in the new regions of the Russian Federation from January 1, 2024. However, in December 2023, a law was signed extending the transition to compulsory insurance in new regions until December 31, 2024. Until the end of 2024, the presence of MTPL and OSOPO contracts is required only if the vehicle travels outside the new regions, to other subjects of the Russian Federation.

Earlier in the day it was reported that control of the presence of a valid MTPL policy with the help of cameras of photo-video fixation of violations in all regions of Russia is planned to be introduced from March 1, 2025, while fines in automatic mode drivers can begin to write out before the end of next year.

December 12, the State Duma passed a bill to introduce a fine of up to 5 thousand rubles for repeated driving without a MTPL policy. The Russian Union of Auto Insurers supported the bill, but noted that the new punishment will be effective only if the violation is recorded with the help of automatic cameras.
