The Federation Council approved an increase in traffic fines


On December 20, the Federation Council approved at a plenary session a law that increases fines for a number of traffic violations, reduces the discount on payment of fines, and introduces punishment for repeated driving without a MTPL policy. The law should come into force on January 1, 2025.
The State Duma adopted amendments to increase fines for traffic violations in the second and third readings on December 12. Fines will be increased on average by 1.5 times.
Among other things, the fine for speeding 20-40 km/h (the most common violation) will be 750 rubles instead of 500 rubles. The maximum fine for violation of speed limits will increase from Br5 thousand to Br7.5 thousand. The fine for driving through a prohibited traffic signal will be increased from Br1 thousand to Br1.5 thousand.
The fine for failure to comply with the rules of seat belt use will increase from Br1 thousand to Br1.5 thousand. The fine for drivers who drive under the influence of alcohol will increase from Br30 thousand to Br45 thousand. The amendments also provide for a reduction in the amount of discount, with which a driver can pay a fine, from 50 to 25%. At the same time, 30 days instead of 20 will be given to pay the fine with a discount.
Earlier, experts interviewed by "Izvestia" criticized the increase in fines for traffic violations. Thus, Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation, said that the decision of the deputies is unreasonable, because it was taken without analyzing what violations most often lead to accidents. In addition, reducing the size of the payment discount will lead to a decrease in the collection of fines, he said.
December 12, the State Duma passed a bill to introduce a fine of up to Br5 thousand for repeated driving without a MTPL policy. The Russian Union of Auto Insurers supported the bill, but noted that the new penalty will be effective only if the violation is recorded with the help of automatic cameras.
