European Union leaders emphasized at the end of the summit in Brussels that discussions on peace in Ukraine should be held only with Kiev's participation. The final statement of the meeting was posted on the website of the European Council on 19 December.

In addition, they confirmed their intention to continue supporting Kiev, including military support. Thus, the country intends to allocate €30.6 billion in 2025: €12.5 billion - from the European Fund for Support of Ukraine and €18.1 billion - from the program of G7 loans for €45 billion with repayment at the expense of income from the assets of the Russian Federation.

In addition, European countries expressed their readiness to impose new anti-Russian sanctions, and also decided to keep Russian assets frozen if Moscow fails to fulfill the requirements to pay compensation to Kiev.

Earlier in the day, the head of European diplomacy, Kaja Kallas , said that it was pointless to push Ukraine into negotiations with Russia. She urged to first make sure of security guarantees to Kiev.

For his part, Russian President Vladimir Putin reminded during the "Results of the Year" about Russia's readiness to negotiate with Ukraine despite Kiev's refusal to dialog. Moscow agrees to negotiations without preconditions, but on the basis of the Istanbul agreements and realities on the ground, he pointed out.

Putin also pointed out that what is needed in Ukraine is not a ceasefire, but a long-term peace with guarantees. The Russian president called the peace initiatives of China, Brazil and South Africa a sincere attempt to find a solution.

Western countries have stepped up military and financial support for Kiev against the backdrop of Russia's special operation to protect Donbass, which was announced by Russian President Vladimir Putin on February 24, 2022, after the situation in the region worsened due to shelling by the Ukrainian military.
