Putin urged banks to check the solvency of customers before granting a loan


The volume of fraud in Russia is appalling, banks are obliged to check the solvency of customers before approving a loan. This was stated by Russian President Vladimir Putin during the "Results of the year" on December 19.
The President was addressed by a pensioner from Kazan, Elena Markelova. She said that because of the actions of fraudsters was hacked into her personal account on the portal "Gosuservices". As a result, she owed Br1 million 900 thousand to two banks. She noted that the credit organizations did not even ask her for documents to confirm her monthly income.
"Banks have learned to issue loans, give them instantly. But they are obliged to check [clients'] solvency. <...> What is happening now, of course, is very alarming, because the volume of this scam is simply off the scale," Putin said.
The head of state pointed out that if more than 50% of a citizen's income is spent on servicing a loan, then servicing such a loan becomes more expensive for the bank - the burden on the capital increases.
Putin recalled that recently the head of Sberbank German Gref said that throughout the banking system in Russia from the accounts of citizens only from the territory of Ukraine, where fraudulent activity is elevated to the rank of state policy, swindled more than 250 billion rubles.
Putin noted that loans up to 50 thousand rubles can be issued online. In the case of loans from 50 thousand to 200 thousand rubles, banks need to verify the information at least a few hours, with requests for loans from 200 thousand rubles, banks need a few days to analyze the situation in detail, said the head of state.
"I know that these issues are being discussed both in the State Duma and the Central Bank, where they will improve these decisions related to the burden on capital," Putin said.
Earlier, on November 26, Deputy Prime Minister and Head of the Government Staff Dmitry Grigorenko said that the Ministry of Finance and the Central Bank (CB) of Russia have developed a package of bills aimed at protecting Russians from fraudulent schemes using information technology. Among the measures is the possibility for citizens to remotely prohibit the registration of loans and credits online in their own name - through the portal "Gosuservices" or the application of banks. It is also proposed to prohibit government agencies, credit organizations and telecom operators to communicate with customers via messengers.
A direct line with Vladimir Putin in 2024 will be combined with a press conference for the media. The format called "Results of the Year with Vladimir Putin" allows the president to convey his position not only on citizens' issues, but also on the state and world agenda, which is often asked by journalists.
Representatives of Western media and foreign journalists accredited in Russia have also received invitations to the events.
