The issue of migration is very sensitive and acute, Russian President Vladimir Putin said on December 19 during the "Results of the Year."
"This is a very sensitive and acute issue. It is not only acute for us, it is also much more acute for Europe," said the head of state, answering the question of a journalist from the Krasnodar region about ways to solve the migration problem in Russia.
According to him, in order to reduce the number of labor migrants, labor productivity should be increased. For this purpose, it is necessary to use technologies that do not require a large number of unskilled workers and to focus the final result on high-tech areas of activity, Putin specified. As a result, it will not be necessary to attract a large number of migrants for unskilled labor.
In cases when this attraction is inevitable, it is necessary to train people together with partner countries, primarily in Central Asia, the Russian leader added. Among the ways of such training he named the development of a network of Russian schools, learning the Russian language and familiarization with the traditions and laws of the Russian Federation for those wishing to come for work.
Putin noted that along with the economic component of solving the problem, there is also a law enforcement component, and they should be combined. Commenting on proposals to create a separate agency for this purpose, he expressed the opinion that it would be better to retain and strengthen these powers of the Ministry of Internal Affairs.
For this purpose, a separate powerful subdivision should be created within the structure of the Interior Ministry and representatives of economic agencies should be delegated there, the president said. He pointed out that in this way the problem will be solved in a single complex, but in close cooperation with other authorities and regions.
In addition, Putin supported the law adopted by the State Duma on the prohibition to accept the children of migrants who do not speak Russian for education in schools. The President pointed out that in the absence of such a measure, the question arises as to how to teach such children.
The law prohibiting enrollment in schools of migrant children who do not know Russian language was adopted by the State Duma deputies on December 11. According to the document, verification of the child's knowledge of the language and legality of stay on the territory of the Russian Federation should be mandatory before enrollment in school.
