On December 19, the Federation Council Committee on Constitutional Legislation and State Building supported the law on introduction of criminal punishment for repeated sale of tobacco products, nicotine-containing products, hookahs and devices for consumption of nicotine-containing products to minors.
It is known that changes will be made to Article 151.1 of the Criminal Code of the Russian Federation ("Retail sale of alcoholic beverages to minors").
Violation of this law will be punishable by corrective labor up to one year, or a fine of up to 80 thousand rubles. According to the law, repeated retail sale to a minor is considered retail sale by a person who has been subjected to administrative punishment for a similar act.
Earlier, December 17, the State Duma adopted in the second and third readings of the bill, providing criminal liability for the repeated sale of tobacco, nicotine-containing products, hookahs and vapes to minors.
Earlier, on December 10, the authors of the bill noted that the current legislation has only administrative punishment for repeated sale of vape products to children. At the same time, the results of a study conducted by the Institute of Human ROMIR, showed that 72% of surveyed teenagers 11-17 years old, buying vapes and similar electronic systems for nicotine consumption, said that sellers have never refused to release such goods to them.
