On 18 December, the Ukrainian ombudsman for human rights, Dmytro Lubinets, complained that employees of the territorial recruitment center did not allow his representative to talk to a man who had been beaten by military recruitment officers.

Lubinets sent his representative in Volyn region to the TCC after he received a statement that a Ukrainian man was hospitalized after being beaten by the staff of the recruitment center. It is specified that from the medical institution the man was forcibly brought to the military enlistment center.

"Employees of the TCC did not comply with the requirements of the representative and did not provide an opportunity to communicate with the detainee", - wrote the ombudsman in Telegram-channel.

He noted that it was not possible to talk to the victim even after the arrival of law enforcement officers. At the same time, the TCC reported that the victim was taken to a military unit.

Earlier, on December 6, the Deputy of the Verkhovna Rada Artem Dmytruk reported that in the Ternopil region of Ukraine employees of the TCC killed a man forcibly mobilized by them. It is known that on December 6, the man was forcibly put into a TCC car in the village of Velyka Luka. Two days later, he called his relatives and asked them to bring him things and documents. When the relatives arrived at the TCC, they were told that the relative had already been released.

Martial law in Ukraine has been in effect since February 2022. Then the country's President Volodymyr Zelensky (powers expired in May) signed a decree on general mobilization. Later, the Verkhovna Rada repeatedly extended its effect. Most men between the ages of 18 and 60 are forbidden to leave the country. In April 2024, the head of the Kiev regime approved the law on tougher mobilization.
