Ex-deputy Vishnevsky fined for violating the law on foreign agents


Vasileostrovsky district court has fined former deputy of the Legislative Assembly of St. Petersburg Boris Vishnevsky (recognized in the Russian Federation as a foreign agent) because he failed to submit an application to the Ministry of Justice of the Russian Federation on including himself in the list of foreign agents. This was reported by the joint press service of St. Petersburg courts to Izvestia on December 18.
The court fined the ex-deputy under the administrative article for 35 thousand rubles.
The Ministry of Justice of the Russian Federation included Vishnevsky in the register of foreign agents on March 29. According to the agency, he took part as a respondent in information platforms provided by foreign media and foreign agents, as well as opposed the special operation in Ukraine. Vishnevsky himself tried to challenge this status.
On October 30, Vishnevsky resigned as a deputy of the Legislative Assembly of St. Petersburg ahead of schedule, which he announced in his Telegram channel. According to the federal law of May 15, the powers of representatives of public authorities recognized as foreign agents are terminated ahead of schedule, if they have not been removed from the register of foreign agents within 180 days from the date of entry into force of the law.
On December 1, 2022, the law regulating foreign agents came into force in Russia. In case of obtaining this status, a foreign agent, among other things, can no longer receive financial support from the state, participate in state procurement and engage in teaching activities in state institutions. In addition, such persons must disclose this status to their employees and authorities and label the materials they produce. In addition, a person intending to act as a foreign agent must submit an application for inclusion in the register to the authorized body prior to commencing its activities.
