The State Duma explained the need to change the garbage disposal system

Altukhov: the register of sites will make it possible to take into account the need for garbage accumulation sites

At the final plenary meeting of the fall session of 2024, deputies considered in the first reading and passed a bill adjusting the system of garbage accumulation and disposal. Sergei Altukhov, deputy chairman of the State Duma Committee on Economic Policy, told Izvestia about the specifics of the changes.

"This initiative was formed on the basis of the experience of the regions. For our sea resorts this problem is particularly acute. Last year Krasnodar region received 18 million tourists, this year - more than 20 million. That is, the load on the entire infrastructure - on container sites, on the fleet of garbage trucks and landfills - has increased multiply. As a result, at the height of the season there was an extremely unsatisfactory sanitary situation at popular resorts," Altukhov explained.

According to him, the authors of the bill were able to generalize the experience of other subjects of the country and work out the initiative. The document stipulates that the register and scheme of container sites location will be kept in digital form - in the federal state information system of solid municipal waste accounting.

"This electronic register will allow not only to record the current state, but also to forecast the need for accumulation sites," he specified.

The changes proposed by the deputies concern the possibility of transferring the authority to create and maintain container sites to regional operators. For this purpose it will be necessary to conclude a tripartite agreement with the local government and the authorized executive body of the subject of the Russian Federation. The document should stipulate not only the scope of the powers to be transferred, but also the sources of financing the costs of creating and maintaining container sites.

Local governments will remain obliged to identify and provide land plots for the creation of container sites, and the executive body of the constituent entity of the Russian Federation will have to approve the investment and production program of the regional operator, which provides for measures to increase the number of container sites. At the same time, the region can independently create container sites at the expense of subsidies or leave these responsibilities for municipalities.

Earlier, on December 5, Russian President Vladimir Putin said that within the framework of the national project "Ecology" in 60 regions 242 objects of accumulated harm to the environment, including 157 large dumps have been eliminated. The territory of these objects was reclaimed, which made life more comfortable and safer for more than 20 million people, the head of state added.
