Moscow, Sverdlovsk and Volgograd regions will be the first regions to launch CMTPL insurance checks with the help of traffic cameras. This was announced by the head of the "National Insurance Information System" Nikolai Galushin, reports "Journal Avto.ru" on December 18.
According to Galushin, all passing cars without exception will fall under the check of MTPL from the cameras. Earlier it was assumed that the check of the presence or absence of the policy will accompany the fixation of any other traffic violation.
It is noted that the first fines for the absence of policies in the automatic mode will be issued not earlier than the fall of 2026. Drivers who do not have MTPL, will be sent through the service "Gosuslugi" notification of the need to issue insurance.
December 12, the State Duma passed a bill to introduce a fine of up to Br5 thousand for repeated driving without a MTPL policy. The Russian Union of Auto Insurers supported the bill, but noted that the new penalty will be effective only if the violation is recorded by automatic cameras.
December 10, it was reported that Russia began test checks for the presence of a valid CMTPL insurance policy through photo-video cameras. According to the head of RAMI, so far drivers are not penalized with fines for the absence of "auto insurance" from the camera checks: it was decided to send them "letters of happiness", the so-called notifications of the absence of a policy. In technical terms, everything is ready for checking the presence of CMTPL insurance with the help of cameras, said the head of the Russian Union of Motor Insurers (RIA) Evgeny Ufimtsev.
