Lawyer named the list of additional utilities acceptable for refusal


Public figure, expert on housing and utilities Dmitry Bondar named a list of additional utilities that Russians can refuse. He told "RIA Novosti" on December 18 .
According to the expert, citizens can refuse to pay for radio points, common antenna, home insurance, dispatching and other options that are not included in the mandatory list.
"If you notice such lines, it is necessary to carefully check the contract with the management company. If the services are not specified there, you do not need to pay for them. It is important to know that the refusal of unnecessary services is formalized through a written statement sent to the MC or the supplier of a particular service", - explained Bondar and reminded that in the bills from management companies remain mandatory to pay for basic utilities: water supply, heating, electricity, sewage and maintenance of the common property of the house.
However, additional services may appear in the bills, which can be imposed: installation of video surveillance, concierge service or snow removal. These services must be pre-approved by the general meeting of tenants.
"Without such approval, the MC has no right to include them in the receipt," the expert emphasized.
In addition, the lawyer noted that management companies sometimes include in the payment of services that are already paid in other ways. For example, garbage removal, which is paid through the regional operator, or repair work that has not been carried out.
"Also in the receipt may appear duplicate lines, creating the illusion of new obligations. Sometimes MCs unreasonably inflate tariffs, especially during the indexation period. Such machinations must be suppressed at the root," he said and added that if the explanations of the MC are unconvincing or it evades the answer, the residents should apply to the housing inspection, Rospotrebnadzor or prosecutor's office, as well as write a collective complaint from residents.
Earlier, on December 17, Fyodor Vasiliev, construction expert and general director of Glavsnab company, in a conversation with Izvestia explained in which cases free repairs are entitled. According to him, in some cases, repairs can be made at the expense of the developer or the authorities.
