The State Duma has adopted in the second and third readings an amendment on the impossibility of parole for those serving life sentences for terrorist acts and armed rebellion. The amendment was adopted on December 17.
"A person serving life imprisonment for committing a crime under Article 205 <...> of the present code, or who committed a new grave or especially grave crime while serving life imprisonment, shall not be subject to parole," the document says.
It is reported that the amendment is aimed at limiting parole rights for those convicted of terrorism and armed rebellion, who are serving their life sentence. Under the past law, convicts could go free after serving 25 years in prison. All citizens could apply for mitigation, regardless of the gravity of the crime committed.
According to the new norm, persons serving life imprisonment for committing a terrorist act and armed rebellion will not be eligible for parole.
Earlier, in the spring of this year, the State Duma adopted in the second and third readings a bill on the introduction of life imprisonment for treason. The amendments also imply tougher liability for terrorism. In particular, under the article "Terrorist act" the punishment will be up to 20 years of imprisonment.
