The State Duma has passed in the second and third readings a bill on the crediting to special ruble accounts of some income of foreign agents. Information about it appeared on December 17 in the electronic database on the website of the legislative body.
The amendments concern income from the use of results of intellectual activity, sale and lease of real estate and vehicles, as well as equity participation in organizations, including dividends, and interest on deposits.
According to the document, foreign agents must open special accounts within 15 days. It is allowed to have only one account in an authorized bank.
These persons will be able to dispose of funds only after their status is revoked. At the same time, it is allowed to write off obligations to the budgets of the budgetary system of the Russian Federation.
The bill on the special order of payment of funds to special ruble accounts to foreign agents was introduced to the State Duma on November 14 and adopted in the first reading on November 20. It supplements the law "On control over the activities of persons under foreign influence".
In the first version, it was only about income from creative activity. The amendments introduced on December 13 extended the document to other grounds for receiving funds.
On December 1, 2022, the law regulating the activities of foreign agents came into force in Russia. In case of obtaining this status, a foreign agent, among other things, can no longer receive financial support from the state, participate in government procurement and engage in teaching activities in state institutions. In addition, these persons must inform their employees and the authorities about this status, as well as label the materials they create.
