Decorating a house entrance for New Year's Eve without the consent of neighbors or notification of the management company is punishable by a fine of up to 15,000 rubles. In case of fire or death of people because of decorations - up to criminal responsibility. This was told on Monday, December 16, by lawyer Eugenia Kvartalnova and head of the legal department of the MC "Airplane" Vyacheslav Sokolov.
"According to the Housing Code of the Russian Federation (Article 36), the common property of an apartment building, which includes the entrance, belongs to all homeowners on the right of common shared ownership. So without the consent of all homeowners, any such actions are considered unauthorized," the lawyer told RIA Novosti.
Sokolov added that neighbors can file complaints with the management company, state housing supervision, prosecutor's office and Rospotrebnadzor.
According to experts, if the common house area is decorated with flammable objects or left unchecked electric ones, like garlands, then the Ministry of Emergency Situations may also have questions.
At the same time, Sokolov noted that for notification is enough to write in the house chat.
