Iran's National Security Council demanded the parliament to suspend consideration of the bill on hijabs, as the country's government decided to propose to the parliament to eliminate deficiencies. This was reported by the Iranian news agency SNN on December 15.

According to the Iranian government, the necessary infrastructure to implement the new "chastity and hijab" law is lacking and some of its articles contain problems and inaccuracies that need to be corrected.

"The secretariat of the Supreme National Security Council in its letter urged the parliament to suspend the submission of the chastity and hijab bill and the implementation of this law to the government for consideration," said Alireza Salimi, a member of the presidium of the Iranian parliament.

Earlier on Nov. 3, a local student in Tehran took off her clothes on the street in protest after being harassed for wearing a hijab inappropriately. Iran International reports that footage has circulated on the Web showing the student sitting in a university courtyard in her underwear.

In July 2023, Iranian actress Afsaneh Bayegan, 62, was sentenced to two years in prison for failing to comply with the hijab law. The sentence received a five-year reprieve. The woman was also ordered to see a psychologist weekly for treatment for mental illness of anti-family personality and to hand in a health certificate. In addition, Bayegan was required to compile a handwritten book outline on the importance of wearing hijab, and she was banned from leaving Iran and using the internet for two years.

In April of the same year, Tehran's subway system launched a verbal reminder project about wearing hijab and decided not to allow open-faced women on the subway. Iranian state channels broadcast footage of subway workers stopping women without hijabs at ticket booths.
