The United Russia congress has decided to start searching for and training potential political leaders from among veterans of a special military operation, the party told Izvestiya. Russian President Vladimir Putin, who spoke at the meeting, set the United Russia party the task of educating and supporting personnel who have undergone combat operations. They will be in demand not only in the system of state administration, but also among voters, the president is sure. The leading political force of the Russian Federation has already included the participants of the SWO in its governing bodies, as well as added 39 new provisions to its People's Program. The importance of the XXII Congress of "United Russia", held on December 14, emphasized, among other things, the participation of President Vladimir Putin. The special military operation and support for the Russian fighters was the red thread of the head of state's speech. He drew attention to the fact that there is a patriotic consensus in society, with which all parliamentary parties agree. Nevertheless, the leader remains United Russia, which has made large-scale commitments to support the participants of the military operation and the residents of the border regions.
Opponents are trying to divide people in our country, but provocations will be firmly suppressed - Russia is ready to respond to any challenge, the Russian President said.

- In all historical times our opponents have tried to undermine this unity. And now they are again following the scenario worked out for others, trying to divide people, play the national or religious card, - said the head of state.
The United Russia should be at the spearhead of a just struggle, the President emphasized. Moreover, today the party acts not only in the legislative field, but also directly in the war zone: many Duma deputies from the United Russia, regional and municipal leaders of various levels went to the front themselves, the President reminded.
The majority party is obliged to build all its activities in dialog with people. For this purpose, United Russia should effectively use a wide network of primary branches to see the real dynamics of changes, to collect feedback from ordinary people. Vladimir Putin proposed to take this into account as one of the main criteria for the personal effectiveness of party activists, especially when deciding on the issue of re-nomination to representative bodies at any level.
Putin also outlined the priority of the ruling party: education and training of strong, reliable and promising cadres. For this purpose, he suggested expanding the federal project "Time of Heroes" and launching similar programs in the regions. Such projects are already in place in Stavropol Krai, Belgorod, Voronezh, Ryazan, Samara, Tula regions and Khanty-Mansi Autonomous Okrug.
- It is necessary to support talented, motivated people, to be a center of attraction for them, to involve them more widely in the party's training and mentoring projects, so that our associates and heroes could be an example for the younger generation, help others to realize themselves and raise a worthy replacement," said Vladimir Putin.
The country now needs strong-willed, strong-willed people who have passed severe tests and are ready to take responsibility. This demand can be seen on the part of voters as well, the head of state emphasized.

For this purpose, a new program for training party frontmen will be launched on the basis of the Higher Party School. Moreover, some participants of the special operation will be represented among the party's candidates already at the State Duma elections in 2026.
- This is an issue that I would not like to discuss in detail now, because a whole procedure follows before that. We, as a faction, have stated our position of support (for the fighters of the SVO. - Ed.). And we have not only stated it, but we have followed it and will continue to do so. We will certainly support (the participants of the special operation. - Ed.) and in the elections to the State Duma," Vladimir Vasilyev, head of the United Russia faction in the State Duma, told Izvestia when asked whether the United Russia plans to transfer some of the seats in the 2026 elections to the SVO fighters.
"United Russia is already actively involving SWO members in electoral processes. In the elections in September 2024, 385 veterans and special operation participants were nominated from the party, 312 of them won and became deputies at various levels. The party does not intend to stop there - the participants of the SVO are in demand in the executive branch, in the regions and municipalities, Daria Lantratova, deputy chairman of the Federation Council Committee on Social Policy, told Izvestia.
- Participants of the NWO understand well what course we are taking, what the country needs for sustainability and development, for peaceful creation, for preserving our independence. It is exactly such people - honest, dedicated to their duty, responsible - who should be in key management positions," said Ms. Lantratova.

The heroes of the SWO act not only as candidates in elections, but also replenish the governing bodies of the party. As a result of the rotation of the General Council of "United Russia" 56 people were included in it, 16 of whom are participants of the special operation, including military officer Yevgeny Poddubny. Heroes of Russia Vladislav Golovin, Andrey Mityashin, Artur Orlov, Magomed Daudov, Yuri Abayev, Andrannik Gasparyan, Dmitry Sablin and Rustam Sayfullin became members of the Supreme Council of the party.
How United Russia's program has been updated
Speaking at the congress, the head of state noted that much has been done, but "there are still, as we say, a carload and a small cartload of problems". It is proposed to solve them with the help of the updated People's Program of United Russia. As the party chairman Dmitry Medvedev noted, the proposals were collected from all over the country. The updated document is supplemented with 39 new provisions - there are now 389 of them.
Among the most important innovations is the appearance of a special section on support for participants in the SWO. "United Russia" will create opportunities for professional retraining of special operation participants and their families, as well as provide comprehensive rehabilitation. Thus, the party is creating a system of social protection for veterans that is unique in the history of Russia, Dmitry Medvedev noted.
Measures of social orientation are reflected in additions to the sections "Good Work - Prosperity at Home", "Strong Family", "Human Health", "Care for Everyone in Need" and "Modern Education and Advanced Science". The party plans to continue lobbying for pension increases. At the same time, all the proposed provisions are provided with the necessary funds in the budget. Almost Br15 trillion has been allocated to finance the key provisions of the main party document.
The party will implement the new points of the program with the new Secretary of the General Council Vladimir Yakushev. Previously, he worked in the status of acting. Andrei Turchak, who headed United Russia's general council for seven years, moved to the post of head of the Altai Republic in June. Vladimir Vasilyev became Yakushev's only deputy. The composition of the General Council Presidium, the operational body that decides many issues of party life, has also been reduced. It has become more than twice as small: instead of 35 members, it has 14 people. This is also the result of optimization under Yakushev's leadership.
The implementation of United Russia's People's Program should be completed next year. After that, the party will publicly report on the work done and hold a nationwide discussion of the image of the country's future - this will be the starting point for the preparation of United Russia's program for the State Duma elections in 2026.
