The State Duma is going to introduce a bill on the annual payment of the 13th birthday pension

A bill on the annual payment of the 13th birthday pension to all categories of pensioners will be submitted to the State Duma next year. Boris Chernyshov (LDPR), vice-speaker of the State Duma, said on December 13.

"The bill we proposed in 2023 on this topic, unfortunately, was not considered due to legal flaws. We have taken them into account and will introduce a finalized document," Chernyshov said in an interview with RIA Novosti.

According to the deputy, the new law is designed to provide annual support to pensioners in the form of a lump sum payment timed to their birthday.

He also noted that this initiative will allow senior citizens of Russia to feel the attention of the state and receive additional funding for personal needs.

Chernyshov specified that the payments will be received by pensioners of all categories: recipients of insurance pensions, state security pensions, as well as pensioners from among members of the security forces. The amount of payment is proposed to be set equal to the amount of the monthly pension of the citizen at the time of receipt.

Earlier, on October 8, the head of the faction "Just Russia - For Truth" Sergei Mironov proposed to pay in December the 13th pension to all elderly people receiving old-age insurance pensions. A letter with the initiative was sent to Russian Prime Minister Mikhail Mishustin. According to Mironov, many pensioners live today below the poverty line, and if you compare pensions with the average salary, "it is below it four times, and this is absolutely wrong".

Before that, on September 30, it became known that insurance pensions in Russia are planned to be indexed by 7.3% in 2025.

On July 8, Russian President Vladimir Putin signed the law on indexation of pensions for working pensioners from 2025, which was suspended in 2015. Working pensioners will be paid an insurance pension, as well as a fixed payment to the insurance pension (taking into account the increase in the fixed payment to the insurance pension) in the amount as of December 31, 2024 and the amount of their indexation carried out after this date.
