The State Duma amended the draft law on the crediting of income by foreign agents to special accounts

The State Duma (GD) has amended the bill, according to which a special ruble account will be opened for foreign agents to deposit revenues. This was announced by the chairman of the lower house of the Federal Assembly Vyacheslav Volodin on December 13.

"The bill initially proposed to credit the income of a foreign agent from creative activities to a special ruble account, the opening of which will be mandatory for him or those who transfer him royalties," he wrote in his Telegram channel.

After the amendments, the obligation applies to money received from the sale of real estate and transport, renting out, as well as income in the form of interest on deposits and from equity participation in organizations, including dividends, Volodin noted.

Opening an account will be considered mandatory for all persons recognized as foreign agents, according to the initiative. It is specified that they will be able to dispose of money only after the abolition of the relevant status.

The bill will be considered in the second reading on Tuesday, December 17.

The bill was introduced in the State Duma on November 14, reported the head of the Duma Committee on Security Vasily Piskarev. According to him, the initiative excludes the possibility for foreign agents to sponsor the Armed Forces of Ukraine (AFU).

On July 23, the State Duma introduced punishment for participation of citizens in any undesirable foreign organizations. Thus, for participation in the activities of any undesirable organization citizens may face, in particular, a fine of up to 500 thousand rubles or imprisonment for up to four years, and for the organization of such activities - up to six years of imprisonment.

On December 1, 2022, the law regulating the activities of foreign agents came into force in Russia. In case of obtaining this status, a foreign agent, among other things, can no longer receive financial support from the state, participate in government procurement and engage in teaching activities in state institutions. In addition, these persons must inform their employees and the authorities about this status, as well as label the materials they create.
