Experts criticized the decision of deputies to increase traffic fines

The decision to increase traffic fines from January 1 is unjustified, as it was taken without analyzing which violations most often lead to road accidents. In addition, the reduction in the amount of discount on payment will lead to a decrease in the collection of fines. This was stated by Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation, to "Izvestia" on December 12.

"Taking into account this innovation actually raised the sanctions not one and a half, but 2.25 times. At the same time, after a 50% discount was introduced for paying a fine within 20 days, we had a sharp increase in the collection of fines - drivers tried to pay them as quickly as possible to pay less. I think that the reduction of the discount will have the opposite effect - in all likelihood the collection of fines will fall," Morzharetto told Izvestia.

The decision to increase fines for traffic violations was expected, but there was hope that deputies would not "tear apart" the CAO, as it was announced several years ago, and after some time will adopt a completely new document, which will correlate the measure of punishment with the degree of public danger. This was stated by Maxim Kadakov, editor-in-chief of the magazine "Za Rulem".

"However, this, unfortunately, did not happen: strengthened the sanctions only in the "automobile" chapter. And now it turns out that land spoilage or prostitution will be punished less strictly than crossing the marking line. As for the discount, 25% is also an incentive to pay on time, although not as much as 50%. The collection of fines may decrease, but not to some catastrophic figures that were before - taking into account digitalization, it is much more difficult to run and evade paying a fine than before", - said Kadakov "Izvestia".

In turn, the Vice-President of the National Automobile Union (NAS) Anton Shaparin noted that the State Duma adopted the amendments in three readings at once, although the regulations provide for discussion, collection of amendments, with their position should be made by the regions.

"Ideally, someone from the government should explain why this increase is necessary, why it is exactly so. Why, for example, they decided not to raise the fine for transportation of children without seats? More than 600 thousand fines a year, the violation directly affects child mortality. <...> Will the increase affect safety? Hardly. Categories of maximum risk - drinkers at the wheel, majors with thousands of fines, bloggers and drifters - this increase will not notice", - believes Shaparin.

December 12, the State Duma passed a bill to increase a number of traffic fines, the amendments should come into force on January 1, 2025. In particular, for exceeding the speed limit by 20-40 km / h (the most frequent violation of the rules) the fine will be 750 rubles instead of 500 rubles. The maximum fine for speeding (80 km/h and above) will increase from Br5 thousand to Br7.5 thousand.
