Thursday, December 12, the State Duma adopted in the second and third readings a bill to introduce a fine of up to Br5 thousand for repeated driving without a MTPL policy.
The bill proposes to establish a fine of Br3 thousand to Br5 thousand for repeated driving without MTPL, supplementing Article 12.37 of the CAO RF ("Failure to comply with the requirements for compulsory civil liability insurance of vehicle owners").
Now the fine under Part 1 of Article 12.37 of the CAO ("Driving during the period not provided for by the policy, or transferring control to a driver not included in the contract") is 500 rubles and 800 rubles under Part 2 of the same article ("Driving without a valid policy"). There is no separate punishment for such a violation committed repeatedly within a year.
The Russian Union of Auto Insurers earlier supported the bill, but noted that the new punishment will be effective only if the violation is recorded with the help of automatic cameras. It was noted that if the bill is adopted, the amount of the fine will approach the average cost of the policy (about Br7.65 thousand).
December 10, it was reported that in Russia began test checks for the presence of a valid CMTPL policy through photo-video cameras. According to the head of RAMI, so far drivers are not penalized with fines for the absence of "auto insurance" from camera checks: they decided to send them "letters of happiness", the so-called notifications of the absence of a policy. In technical terms, everything is ready for checking the existence of CMTPL insurance with the help of cameras.
