Authorities approve plan to build toll roads by 2030

The Russian Government has approved a new plan for the construction of new federal toll roads by Avtodor state company until 2030. The total amount of funds for the facilities will increase by 20% - from 877 billion to 1.052 trillion rubles. This was reported by "Kommersant" on December 12.

Subsidies from the federal budget will amount to Br889.5 billion. A total of 647 kilometers of toll roads (after construction or reconstruction) will be introduced.

Thus, the M-12 highway will be completed to Yekaterinburg. The opening of the 275 km long section in Bashkiria, Perm Krai and Sverdlovsk Oblast is expected in the summer of 2025. On the M-3 (in the Moscow and Kaluga regions), the expansion of the section from the 65th to the 124th kilometer will continue, and a number of new interchanges will appear.

On the M-1 highway the reconstruction of the Moscow region section from the 66th to the 84th kilometer with the construction of interchanges will continue. The program for the first time includes sections of the Dzhubga-Sochi highway in the Krasnodar Territory; it also includes funds for the Dagomys bypass, which will be a continuation of the existing Sochi bypass, and the Adler bypass.

It is planned to reconstruct the section of M-4 from Kamensk-Shakhtinsky to the Aksai bypass (Rostov region). In addition, part of the funds will be allocated for new interchanges of the Central Ring Road with Dmitrov, Shchelkovsky and Fryanovskoye highway (to be built in 2025-2027), for the interchange on M-11 near Pulkovo, the projects KAD-2 (a new ring road around St. Petersburg) and the bypass of Orekhovo-Zuevo and Likino-Dulevo as part of A-108.

December 9, it was reported that budget revenues from fines for unpaid travel on federal toll roads have increased 6 times in three years. Thus, in 2021-2024, federal budget revenues from fines for unpaid travel amounted to 2.9 billion rubles. At the same time in 2024, which has not yet ended, the fees reached 976.3 million rubles.

November 26, the state company "Avtodor" reported that in the Vladimir region on the highway M-12 "Vostok" about a hundred drivers have been prosecuted for hidden license plates since the beginning of this year. The traffic police together with the state company conducts raids, during which 96 protocols were drawn up.
