REO proposed to oblige drivers of garbage trucks to photograph container sites

Drivers of garbage trucks will be obliged to photograph container sites after they have taken waste from it. Such a proposal was made by the Russian Ecological Operator (REO) at a meeting of the interdepartmental working group for resolving issues in the sphere of solid municipal waste (MSW) management; an official document with this initiative had earlier gone to the Ministry of Natural Resources.

In practice, drivers will need to download a special application "TKO Driver", with which they will send photo materials to the information state system of accounting of solid municipal waste (FGIS UTCO).

The Ministry of Nature told Izvestia that the REO finalized the FGIS UTCO in terms of displaying photos of TKO collection from places of accumulation on the instructions of the government.

"For this purpose, regional operators were provided with a mobile application "TKO Driver", which allows them to automatically upload photos of containers before and after emptying them into the system. Thus, there is an opportunity to observe in real time the systematicity of waste removal and the quality of cleaning of container sites," - added in the department.

This approach will reduce the number of people's complaints about the condition of container sites, emphasized in the REO. Since 2019, the system "REO Radar" received 64.6 thousand appeals of people, which are related specifically to the problems of waste removal. From November 25 to December 1, 2024, "REO Radar" received 1.1 thousand messages, most complaints are related to untimely waste removal (36%), as well as violations of garbage collection (31%).

"Photo-fixation will help to improve the quality of waste removal: in case of improper provision of the service, the REO will see violations in real time. Unfortunately, many residents of our country are faced with the fact that the waste removal service is provided to them poorly: people see an overcrowded container site near their house," said Denis Butsaev, Director General of the REO.

He noted that out of 182 rego-operators 102 have already agreed to transfer the data of photofixation.

Earlier, on December 5, Russian President Vladimir Putin said that 242 objects of accumulated environmental damage were eliminated in Russia within the framework of the national project "Ecology". This number included 157 large dumps. The territory of the objects was reclaimed, which in turn made the lives of more than 20 million people more comfortable and safer, the head of state added.
