Showing movies in online cinemas may be banned without a rental certificate


State Duma deputies will soon introduce a bill to ban the distribution of films without a rental certificate on video services.
One of the authors of the initiative, Anton Nemkin, a member of the State Duma Committee on Information Policy, told Izvestia.
To date, the law "On Information, Information Technologies and Information Protection" does not provide for a separate requirement to have a rental certificate for films and TV series presented in online cinemas.
"We propose to unify the requirements for showing films in cinemas and on audiovisual services," Nemkin said.
According to him, the legislation now allows ambiguous interpretation with regard to video services. The bill eliminates this ambiguity by clarifying the term "screening", which it is proposed to understand including the distribution of the movie on legal online platforms.
According to the bill, which is available to Izvestia, the Russian Ministry of Culture will be authorized to unilaterally amend a previously issued rental certificate in the event of changes in legislation. Today, such changes can be made only at the request of the right holder, recalled the deputy.
Before that, on November 15, Svetlana Balanova, General Director of the National Media Group (NMG), reported that 94% of viewers in Russia positively evaluated the new content of the domestic media industry.
