It is very important for Russia's sovereignty to have its own artificial intelligence (AI) developments. This was stated by Russian President Vladimir Putin at the AI Journey 2024 International Conference on Artificial Intelligence in Moscow on December 11.
"It is obvious that having our own developments of the new generation of AI is one of the key conditions for scientific, technological and, importantly, attitudinal sovereignty of our country," the head of state said.
He explained that he mentioned worldview sovereignty because the principle of AI operation is laid down by people who act on the basis of their values, culture, language, images, understanding of history, national peculiarities and interests.
The President emphasized that Russia needs to develop such technologies on its own to determine the fate of the country. Research in the field of AI should be based on a solid foundation laid by prominent secular and religious thinkers, Russian philosophers, linguists, historians and other recognized figures of humanitarian and cultural sphere.
In addition, the achievements of mathematical scientists and specialists in the field of cybernetics and informatics should be taken into account. Putin cited Soviet mathematicians Andrei Kolmogorov and Alexei Lyapunov as an example. The direct duty of Russian developers now is to develop their legacy and participate in the race to create strong AI on an equal footing with representatives of other countries.
The President added that Russia should develop these technologies together with partners who will want to do so. Moscow is inviting scientists from all over the world to participate in this work. Putin said that it is planned to provide countries of the Global South and East with technical assistance and consultations in this area, creating common projects based on equal access to scientific achievements, knowledge and technologies.
Earlier, on December 9, the head of state at a meeting with the chairmen of parliaments of the Collective Security Treaty Organization (CSTO) member states in the Kremlin drew attention to the fact that when working with the Internet and AI, it is important to strike a balance between development opportunities and security. For this purpose, it is necessary to work on legal regulation of the use of big data, AI, the Internet and robotics.
Later, on December 11, Kirill Dmitriev, CEO of the Russian Direct Investment Fund (RDIF), said that there are plans to form the BRICS Alliance for the Development of AI, which will help speed up joint work by the countries of the association to improve these technologies. Dmitriev added that Russian AI developers are open to cooperation and treat other countries not as clients but as partners.
