In the State Duma proposed to prohibit the sale of alcohol without a mark on "Gosuslugi"

The State Duma has introduced a bill to the parliament, according to which it is proposed to prohibit the sale of alcohol to adults who do not have a confirmed record on "Gosuslugi" about the interview with a narcologist. As follows from the document in the Duma electronic base on December 11, the initiative was proposed by Duma deputy Andrei Svintsov (LDPR).

The explanatory note notes that the law was considered necessary given the negative trends in society. Thus, citizens upon reaching 18 years of age are invited to apply to a medical institution at the place of residence for examination by a narcologist. The doctor should provide a person with all the information about the negative health consequences of alcohol consumption before he decides to buy alcohol.

"According to the results of the examination and preventive conversation, the relevant medical institution enters into the EPGU information about the passage of preventive conversation with the citizen," - stated there.

It is noted that the proposed rule is similar to the rules for obtaining a driver's license, when the document to drive a car is provided only on the basis of passing the exam and the conclusion of doctors after passing a medical commission.

Before that, on October 31, the Ministry of Health of the Russian Federation supported the initiatives of regional authorities to limit the sale of alcohol. As Deputy Head of the Department of Risk Factor Prevention and Communication Technologies in Health Care of the Central Research Institute of Organization and Informatization of Health Care of the Ministry of Health Viktor Zykov noted, alcohol abuse is one of the causes of chronic diseases and early death.

Earlier, on October 29, the governor of the Vologda region Georgy Filimonov said that the region plans to limit the sale of alcohol to two hours a day. Thus, from March 1, 2025, alcohol may start selling from 12:00 to 14:00 on weekdays, and the usual mode will remain on weekends and holidays. Filimonov explained such a decision by the high mortality rate of the population in the region. On the same day, the head of the Sverdlovsk region's parliament, Lyudmila Babushkina, said that the regional authorities were considering the introduction of a complete ban on the sale of alcohol in the region.
