China's cooperation with Russia in the Arctic is aimed at promoting regional stability rather than turning against other countries. China Daily reported on December 11.

"China has repeatedly said that its cooperation with Russia in the Arctic is not directed against a third party, but is only aimed at promoting regional stability. No country should maliciously distort or misinterpret China's Arctic policy and make groundless accusations," the publication reads.

According to the authors, China has always been in favor of peace and has also mediated international and regional conflicts. Any country that does not harbor ill will toward China should not feel threatened by China's Arctic activities.

The piece reports that Arctic issues do not only apply to states in the region. China takes part in Arctic affairs out of interest, as well as on the principles of mutual respect and win-win cooperation.

The publication reminds that the US is carrying out the most extensive activities in exploration. Their ships conduct surveillance near China, jeopardizing PRC national security and undermining regional peace. The authors urge the US and Canada not to be suspicious of conventional activities in the Arctic.

Earlier on December 6, Canadian Foreign Affairs Minister Melanie Joly announced the launch of a new Arctic Foreign Policy (AFP). Among its core principles, Joly cited advancing Canada's interests through pragmatic diplomacy, leadership in Arctic governance, and adopting a more inclusive approach to diplomacy.

On Nov. 22, Nikolai Patrushev, an aide to the Russian president and chairman of Russia 's Maritime Board, said Western countries are building up a military presence near Russia's borders in the Arctic to strengthen their position in the battle for resources.

In early November, Michael Sfraga, the U.S. president's special envoy for Arctic relations, said that the United States is alarmed by the growing interaction between Russia and China in the Arctic and is closely monitoring it. He cited the joint flight of Russian and Chinese bombers off the coast of Alaska in July and the passage of Chinese and Russian Coast Guard ships through the Bering Strait in October.
