The State Duma proposed to fine for propaganda of domestic violence


The New People faction in the State Duma has prepared a bill on administrative fines for those who justify domestic violence. The deputies have sent the initiative for review to the Russian government. This was reported to "Izvestia" in the press service of the faction on December 10.
The new bill proposes to introduce an article into the Code of Administrative Offenses (CAO RF), which establishes fines for public justification and propaganda of domestic violence. The punishment implies a fine of 5,000 to 10,000 rubles.
"Propaganda of domestic violence should not be heard with impunity. The traditional value of Russians has always been family and love, careful attitude to loved ones. However, there are also destructive forces aimed at normalizing domestic violence: "Beats means loves". The issue is not only in the punishment for the violence itself, but also in the formation of an intolerant attitude towards it," explained one of the authors of the bill, Ksenia Goryacheva.
According to her, if the public space broadcasts the idea that "it's okay to hit" or that "it's the right thing to do", then a distorted perception of the norm is formed, especially among children and adolescents. The deputy emphasized that this bill is a preventive measure aimed at protecting public consciousness.
In the press service of the faction specified that, according to the Ministry of Internal Affairs, for 2022 revealed more than 158 thousand administrative offenses related to domestic violence. Most of them are beatings. In one year alone, the police recorded 30,608 facts of violence during rounds and another 122,289 on the statements of victims. About 2/3 of the victims are women.
The bill also establishes an important exception: its provisions do not apply to scientific and artistic works that show cases of domestic violence, if such works form a negative attitude to violence and do not justify it.
If the document is adopted, it will be a step towards the formation of a culture of intransigent attitude to violence, the deputies are sure.
Earlier, on October 10, psychologist of the counseling service "First Aid" Maya Golubeva said that abusive behavior is a form of violence in which one person regularly humiliates, insults and controls another. Victims can be both women and men. The abuser tries to regulate all spheres of his victim's life, suppressing her freedom and independence.
