Putin assessed the proposal to introduce mandatory DNA testing for SWO participants


Russian President Vladimir Putin said on December 10 at a meeting of the Council for the Development of Civil Society and Human Rights (HRC) , that the proposal to make it mandatory for servicemen to submit DNA material in the zone of the North Caucasus Military District would make it easier to identify "missing" soldiers.
"So I will definitely instruct the relevant structures to think about what you have proposed. These are such subtle things, but I think they protect the interests of our guys who are fighting and solving ultra-complicated, heavy, dangerous tasks on the line of contact. DNA surrender, it seems to me, is a good proposal," the Russian leader said.
Thus, according to him, the processes of establishing paternity and solving issues of housing and material nature would be easier with the implementation of DNA surrender by servicemen of the Strategic Defense Forces. Among other things, the Russian president noted that the surrender of the code by soldiers would free their families from the time and physical costs of searching for a relative.
Putin also emphasized that the introduction of such a practice would make it possible to establish the identities of "missing" soldiers who, for example, have no relatives.
He added that the proposal should be talked about with specialists in the field.
Earlier in the day, the Russian president said that the Russian authorities fulfill all social obligations despite the difficulties. In addition, the head of state noted the contribution of the HRC in the work to help the participants of the special military operation (SMO) and their families.
The day before, on December 9, Putin signed a decree on payments for participants of combat operations in the zone of the SWO, according to which disability payments in the amount of 4 million rubles will be received by volunteers operating in the territory of the DNR, LNR, Zaporizhzhia and Kherson regions.
Prior to that, on November 6, the Russian leader in his congratulatory message to the Council for the Development of Civil Society and Human Rights on its 20th anniversary noted that control over the observance of the rights of special operation participants and their families is the most important area of the structure's activities.
On 14 October, the Russian Defense Ministry proposed to recognize as veterans of combat operations the military who repel the invasion of the Armed Forces of Ukraine (AFU) and fight provocations on the state border in the regions near the special operation zone. It is proposed to allocate over 3.4 billion rubles for the implementation of changes in the law "On Veterans" in 2025-2027.
The special operation to protect Donbass, the beginning of which was announced on February 24, 2022, continues. The decision was taken against the backdrop of the worsening situation in the region.
