The UN has spoken out on Putin's initiative

The summit of leaders of the countries - permanent members of the United Nations (UN) Security Council, which Russian President Vladimir Putin had earlier proposed to hold, can be organized in the UN central institutions, spokesman for the secretary-general of the international structure Stephane Dujarric told Izvestia.
"Member states are free to organize in the central institutions of the United Nations any meetings at their discretion. This is not within the competence of the secretary-general. As has been said many times, the unity of the Security Council, especially its permanent members, is vital for maintaining peace and security in the world," he said.
In 2020, Putin proposed to convene a summit with the participation of the five permanent members of the UN Security Council to jointly discuss topical issues. At that time, the president noted that the founding countries of the UN and permanent members of the Security Council have a "special responsibility to preserve civilization." The initiative was received positively, but it never yielded practical results.
