The revenues associated with the sale of assets of companies leaving Russia and the corresponding payments to the budget are one-time and are not forecasted in the formation of the federal budget, the Ministry of Finance of the Russian Federation specified to Izvestia.
Earlier in the day it was reported that voluntary contributions of companies leaving Russia exceeded the original plan for the year 74 times. For 11 months they transferred to the treasury 156 billion rubles, follows from the data of the "Electronic Budget". This is one and a half times more than for the whole of 2023. At the same time, revenues are growing, despite the fact that the number of transactions is decreasing.
"In accordance with the decision of the subcommittee of the government commission on control over foreign investment, the minimum size of the discount to the market value of the asset at its sale is 60%, and the contribution to the budget is 35% of the market value of the asset", - recalled in the Ministry of Finance.
In December 2022, the authorities introduced a commission on the sale of Russian business by non-residents from unfriendly countries. Such transactions must be approved by the government commission on foreign investment - and they will not be approved without a voluntary contribution.
At the end of March 2024, Reuters reported that losses of foreign companies due to the withdrawal from the Russian market have already exceeded $107 billion. Maxim Chirkov, associate professor of the Department of Economic Policy and Economic Measurements of the State University of Russia, expressed the opinion that this amount is actually much higher than the agency indicates.
