The volume of fines for non-payment of road tolls has reached 1 billion rubles

Budget revenues from fines for unpaid travel on federal toll roads have increased 6 times in three years. This was reported by "Kommersant" on December 9 with reference to the data of the Accounts Chamber (AC).

Thus, in 2021-2024, federal budget revenues from fines for unpaid travel amounted to 2.9 billion rubles. At the same time, in 2024, which has not yet ended, the fees reached 976.3 million rubles.

The auditors specified that in 2021-2022, the budget was short of 81 million rubles due to problems in Rostransnadzor, which arose due to a shortage of inspectors, but now the problem has been solved. The number of violations recorded by operators on toll roads increased 4 times in 2021-2023 due to the introduction of new sections.

For violators of the rules of passage on the toll roads of the Central Ring Road, M-11 and M-12 on passenger cars under Article 12.21.4 of the Administrative Code provides for a fine of 1.5 thousand rubles, and for the owners of trucks and buses - 5 thousand rubles. The fines are applied on roads with barrier-free system "Free flow".

November 26, the state company "Avtodor" reported that in the Vladimir region on the highway M-12 "Vostok" about a hundred drivers have been prosecuted for hidden license plates since the beginning of this year. The traffic police together with the state company conducts raids, during which 96 protocols were drawn up.

On November 20, the head of Avtodor Vyacheslav Petushenko said that in the first nine months of 2024, about 8% of cars with hidden license plates or without them at all were detected on the roads with the "Free Flow" system (M-12 and the Central Ring Road). In October-November this figure decreased to 5%.
