Saldo reported that the AFU has no strategy to hold part of Kherson region

The governor of Kherson Region, Volodymyr Saldo, has said that the Ukrainian Armed Forces (AFU) have no strategy for holding the right-bank part of the region under their control. He told RIA Novosti on December 9.
According to him, in this direction, the actions of Ukrainian militants are more tactical than strategic in nature.
"There is no large-scale construction of fortifications on the right bank of the Dnieper, which indicates that the enemy does not have a strategic plan for long-term retention of the territory," he said.
According to Saldo, the enemy operates on the principle of short, episodic attacks aimed at achieving localized goals. This creates the illusion of activity without affecting the overall outcome of the conflict. At the same time, the AFU's military actions in the Kherson direction are chaotic, devoid of a unified plan and aimed at demonstrating activity in front of Western handlers.
"In this context, it is worth recalling the words of the ancient Chinese strategist Sun Tzu that strategy without tactics is the slowest way to victory, and tactics without strategy is just vanity before defeat. It is this vanity that we are seeing on the part of the AFU on the right bank," Saldo said, comparing it to the actions of the Russian army, which acts with strategic goals in mind.
The governor of the Kherson region added that every attack and maneuver of the Russian Armed Forces in the Special Military Operation (SMO) zone is aimed at the complete destruction of threats to the country's security.
"A real victory is achieved not by individual successes, but by competent coordination of tactics and strategy. The Kiev regime is deprived of strategy at the natural level, and therefore doomed to defeat. In the long term, this applies to the West as well," Saldo pointed out.
Earlier, on November 17, Saldo said that the liberation of Kherson is an operation that requires forces and resources. He also emphasized that Kherson "has always been, is and will be a Russian city".
Before that, on September 27, Saldo said that the liberation of Kherson would be a precursor to the liberation of Nikolayev and Odessa. He recalled that the Russian army during the Great Patriotic War also liberated first Kherson, and then Nikolayev and Odessa.
The special operation to protect Donbass, the beginning of which Vladimir Putin announced on February 24, 2022, continues. The decision to carry it out was taken against the background of an aggravation of the situation in the region due to shelling by the Ukrainian military.
