Voluntary contributions of outgoing businesses to the Russian budget amounted to 156 bln

As of the end of November, the treasury received 155.8 billion rubles in gratuitous contributions from foreign companies leaving Russia, according to the operational data of the Electronic Budget (Izvestia has studied them). Meanwhile, the original plan for the entire 2024 year for this item is 74 times lower - 2.1 billion. At the same time, in the budget for the next three-year period, the forecast for such revenues in the current year has been updated - to 141.7 billion. Consequently, this revised plan for the year has already been exceeded by almost 10% in 11 months alone.

If we compare the amount of contributions of outgoing companies with last year, in 2024 it exceeded the amount for the whole of last year by almost one and a half times. In the fall of 2023, such contribution was raised from 10 to 15% of the market value of the asset, and in October of this year - to 35%.

In 2024, some of the foreign companies that decided to leave and cease operations back in 2022-2023 completed the sale of their Russian assets. Among them, for example, Danone, Hewlett-Packard, Hyundai, Unilever. Also in December, a deal with the brewing company Carlsberg is due to go through.

"With the overall decline in the number of transactions, the growth of fee income was helped by large sales. For example, the demerger of Yandex NV, which completed the transfer of Yandex to Russian investors in the summer, while itself still remaining in the Netherlands, retaining its international assets. The value of the deal amounted to 475 billion rubles," emphasized Natalia Milchakova, a leading analyst at Freedom Finance Global.

According to the new budget, in the next three years the authorities will again set aside only a symbolic 1 billion rubles from voluntary contributions of the departing companies (295 million each year).
