Russian President Vladimir Putin has instructed the government to develop an action plan to improve the employment of participants of a special military operation (SMO) by March 1, 2025. The list of instructions of the head of state was posted on December 6 on the Kremlin website.

"With the participation of the executive bodies of the subjects of the Russian Federation to ensure the development of an action plan to improve the employment of participants of the special military operation and the organization of their professional orientation," - said in the list of instructions approved by the president following a meeting with members of the government on October 30.

The Government together with the State Fund for Support of Participants of the Special Military Operation "Defenders of the Fatherland" should consider the issue of holding a championship on professional skills among participants of the special military operation "Defenders of the Fatherland", who are disabled, starting next year, as well as to identify sources of funding for such events.

Together with the All-Russian Public Organization of Small and Medium Enterprises "OPORA of Russia", the Chamber of Commerce and Industry of the Russian Federation, the All-Russian organizations "Russian Union of Industrialists and Entrepreneurs" and "Business Russia", the Government will develop a set of measures aimed at helping disabled persons master in-demand professions and competencies.

Reports on the work done are required to be submitted by March 1, 2025.

Putin also instructed to work out the issue of holding professional skills competitions among the disabled together with the BRICS member states by June 1, 2025.

In addition, the relevant departments should ensure the creation of the state information system "Legal Aid" in the Russian Federation by October 1, 2025. The executive bodies of the subjects of Russia, where state legal bureaus have not been created, were recommended to take measures to create them within the same period.

Earlier, on October 31, Russian Prime Minister Mikhail Mishustin said that the employment contract will be suspended for SWO participants for the entire period of military service under contract. He added that guarantees for the spouses of special operation participants would also be extended.

Back in May, Putin signed a decree on the national development goals of the state for the period until 2030 and in the perspective until 2036. The decree envisages seven groups of goals. One of the points is to increase the level of satisfaction of the SWO fighters with conditions for medical rehabilitation, retraining and employment.

The special operation to protect Donbass, the start of which was announced by the Russian Federation on February 24, 2022, continues. The decision was taken against the background of the aggravation of the situation in the region due to shelling by the Ukrainian military.
