The decision on whether Belarus will be able to host, if necessary, Russian complexes for the launch of hypersonic ballistic missile of medium range "Oreshnik" can be made only at the level of the presidents of the two countries. Kremlin spokesman Dmitry Peskov said on December 6.

"Such decisions are made by the presidents of the two countries, guided by national security considerations," the presidential spokesman pointed out.

He also noted that the new treaties with Belarus imply mutual security obligations.

"The open documents do not specifically mention tactical nuclear weapons. These are already, rather, such operational tasks. Tactical. In terms of strategy, it is precisely mutual obligations, mutual guarantees to ensure security," Peskov explained.

Earlier, December 5, Russian President Vladimir Putin ordered to accept the proposal of the Russian Foreign Ministry and sign a treaty with Belarus on security guarantees within the Union State (SU). It is noted that the proposal of the Russian Foreign Ministry has been agreed with the interested federal government agencies.

Russia and Belarus finalized a treaty on security guarantees of the Union State on November 11. The new concept of security of the SU, which will replace the document adopted back in 1999, will enshrine a provision on joint counteraction to the policy of the United States, unfriendly states of NATO and the European Union to achieve strategic goals of mutually beneficial and equal international cooperation

Putin announced the combat test of the Oreshnik ballistic missile, one of Russia's newest medium-range missile systems, on Nov. 21. He emphasized that the move was in response to the escalation by Western countries in Ukraine.

In the following days, the head of state clarified that Russia would continue these tests and that the decision on the serial production of the missiles had already been made. He also disclosed that the Oreshnik has 10 separating blocks that attack the target and everything in the epicenter of the explosion turns into dust.
