Participants of the SWO will be allowed to dispose of matkapital without restrictions. Izvestia has learned that such a bill will be submitted to the State Duma on December 6 by Sergei Kabyshev, head of the State Duma Committee on Science and Higher Education, and Sergei Mironov, leader of the Just Russia - For Truth faction.
"The bill is designed to create conditions that provide increased guarantees of a decent life for families with children of the participants of the SVO, including adopted, foster and taken under guardianship children, taking into account the special conditions in which the participants of the special military operation," reads the explanatory note to the bill, which is available to Izvestia.
It notes that in order to ensure a high level of support for the families of the participants of the special military operation, it is proposed to expand the possible areas of use of the matkapital by receiving a lump-sum payment without specifying the purposes of its use.
"By the bill we actually propose to remove the current restrictions on the use of matcapital for the families of participants of the NWO. Allow them to receive all the funds available in the account in a lump sum and dispose of them at their discretion. We proceed from the fact that the matkapital is aimed not only at stimulating the birth rate, but also at supporting the family as a whole," Sergey Mironov explained to Izvestia.
The authors of the initiative believe that the families of servicemen are particularly vulnerable, since servicemen cannot personally participate in the family affairs, upbringing of children, and put their lives and health at risk. Therefore, the families of front-line soldiers should receive special rights and support, including in the framework of the program of matkapital, believe the authors of the bill.
Earlier, on September 5, "Izvestia" found out that the deputy of the faction "Just Russia - For Truth" Sergei Mironov intends to introduce a bill, according to which the participants of the special military operation and counter-terrorist operation (CTO) are proposed to be allowed to write off debts on loans. According to the document, the authors of the initiative propose that the grace period for a loan be understood as the period of mobilization or the period for which a contract was concluded, increased by 30 days, or the period of participation in a special military operation and counter-terrorist operation, increased by 30 days.
