Special services' cars are proposed to be exempted from fines for traffic violations


On December 6, a bill will be submitted to the State Duma, which provides for exemption from fines for traffic violations from photo-video fixation cameras for owners of cars with a blue flashing beacon on. This was reported to "Izvestia" in the office of the Chairman of the Duma Committee on Labor, Social Policy and Veterans' Affairs Yaroslav Nilov (LDPR).
The bill proposes an amendment to Article 2.6.1 of the CAO. It is assumed that the owner of a vehicle with a blue flashing beacon on, performing an urgent official task, will be exempt from administrative responsibility in case of fixation of a traffic violation by automatic cameras, provided that traffic safety is ensured.
The authors of the bill explained that now, in accordance with the traffic rules, drivers of vehicles with a blue flashing beacon can deviate from the requirements to comply with certain rules, including traffic signals and speed limits, provided that traffic safety is ensured. However, such "violations" of traffic rules are now recorded by automatic cameras, and the owners of vehicles of state agencies (the Russian Interior Ministry, Ministry of Defense, FSB and others) are held liable.
"The burden of responsibility for deviations from traffic rules is shifted to the drivers of official vehicles, which within the framework of their official duties in order to fulfill urgent official tasks were forced to violate certain traffic rules", - is noted in the explanatory note.
For example, according to deputies, drivers of ambulance have to violate traffic rules, as a result of which ordinary employees of medical institutions have to pay fines themselves.
The day before it was reported that in the State Duma proposed to allocate the auto framing in an independent type of crime with punishment in the form of imprisonment for up to four years. The bill has been prepared and will soon be submitted to the lower house of parliament.
