Sakhalin Region has become the region with the maximum share of court costs in CMTPL insurance. This is stated in the report of the Russian Union of Motor Insurers (RUIA), which was received by Izvestia on December 5.

Insurers have studied the data for the period from October 1, 2023 to September 30, 2024. In the Sakhalin region, for every ruble of insurance payment on MTPL insurance, 5.87 rubles of fines, penalties and forfeitures are paid by the court. In Primorsky Krai - 4.45 rubles per ruble of insurance payment, and in Kamchatka Krai - 3.81 rubles.

Next in the rating are the Republic of Buryatia, the Novosibirsk Region, the Republic of Mari El and the Kaluga Region, as well as the Krasnoyarsk Territory, the Republic of Crimea and the Tambov Region.

On average in Russia, for every ruble of insurance payment made by the court, there were 2.29 rubles of overhead costs, said the president of RAMI Evgeny Ufimtsev. More than half of the country's regions have the indicator, where for every ruble of insurance payment there were more than 2 rubles of fines and penalties.

According to the head of RAMI, for two years, the growth of the share of legal costs for CMTPL insurance in the average for the Russian Federation amounted to 38%, which is explained by the growing activity of auto lawyers, making business on the abuse of law and unfair practices, using manipulation of cession agreements and powers of attorney to represent the interests of victims of accidents.

November 30, Russian President Vladimir Putin signed a law, according to which the Russian MTPL policy will apply to the territory of Belarus. Russian car owners, if desired, will be able to extend MTPL coverage to the territory of Belarus within the insurance system of the Union State (SU). The law will come into force on January 1, 2025.
