In the first 10 months of 2024, the federal budget received 146 billion rubles from the so-called tax on the rich, the Finance Ministry's press service told Izvestia. Those who earn more than 5 million rubles a year pay the tax at a rate of 15%.

The total revenues of the federal treasury from personal income tax have increased one and a half times, up to 186 billion rubles, according to the statistics of the Federal Tax Service. They also include, for example, the tax on deposits, a levy on non-residents. This also includes tax on income from large winnings (35%).

The main reason for the growth of personal income tax revenues to the budgets of different levels is the increase in incomes of citizens. With a shortage of personnel and at the same time record low unemployment of 2.3%, companies have to raise employee salaries to retain them, said Freedom Finance Global analyst Vladimir Chernov.

Another reason is the increased efficiency of tax administration, said Ekaterina Golubtsova, associate professor of the Department of State and Municipal Finance at Plekhanov Russian Economic University.

According to the forecasts of the authorities, in 2024 the federal budget should receive 176.2 billion rubles from the tax on the rich.
