
People are ready for debauchery: who provides sex services in brothels for migrants

In the course of a large-scale operation in the south-east of the capital, a network of brothels for illegal migrants, where foreign women from Central Asia provided sexual services, was uncovered. Under investigation were two citizens of Kyrgyzstan and eight Russians involved not only in the administration of brothels, but also in the organization of illegal migration. A hive of brothels
The operation to combat prostitution in the Southern, Eastern and South-Eastern districts of the capital began simultaneously at dozens of addresses. Criminal investigation officers, Rosgvardia units and the Bureau of Special Technical Measures were involved.
Information about the addresses of brothels was obtained by investigators as part of work on another criminal case against an organized crime group that earned money from the traffic of illegal immigrants from Uzbekistan, Tajikistan and Kyrgyzstan (the case was initiated at the end of October).
On the night of November 20, 90 searches were conducted in residential and non-residential premises, which helped to reveal 70 brothels for prostitution. Illegal activities were carried out by foreign women from former Soviet republics. At the time of the operatives' visit, the guests of illegal hostel apartments and clients of intimate salons were detained - a total of 109 citizens of Central Asian republics.
The brothels were located in apartments in residential buildings in areas with a compact migrant population, not far from markets and large construction sites. As a rule, the housing was rented to other persons, who provided access to the premises to the organizers of the illegal business.
According to Izvestia's source in law enforcement agencies, 135 protocols for various offenses were drawn up as a result of the operation. Fifty-four detainees were prosecuted for violating the migration regime, 17 of them were placed by court decision in temporary detention centers for foreigners for further expulsion, ten of them were obliged by the court to leave Russia on their own. Eight detainees were prosecuted for petty hooliganism, 54 for prostitution.
International collective
At the same time, 10 suspects were detained in Moscow, Chuvashia and Krasnodar Krai, whom the investigation believes to be involved in the administration of a network of ethnic brothels. Among them are two Kyrgyz citizens temporarily residing in Russia. According to Izvestiya's source, they recruited, delivered and employed foreign girls to the brothels, guarded them, and advertised illegal establishments among Central Asians in the capital region. Two more defendants are a father and son from Yakutia, who presumably can be the main beneficiaries of the criminal business.
Also detained was Elena K., who lives in Cheboksary. The woman has long worked in the hotel business, and in the criminal scheme, according to the investigation, performed the functions of an administrator and organized daily accommodation in illegal hostels-apartments of guests. Another detainee is a former employee of the engineering service of one of the capital's districts. According to the source, she is suspected of selecting accommodation for brothels and hostels. In addition, having connections in the local government, she was in contact with corrupt police officers. Several other people were involved in pimping, working with clients and acting as administrators directly in the brothels themselves.
According to the Izvestiya source, during the events, information was received about illegal actions of law enforcement officers on the ground. Their actions will be assessed by the investigation later.
- Not long ago Russia passed a law that toughened responsibility for illegal migration," Yevgeny Korchago, vice-president of the Guild of Russian Lawyers, told Izvestia. - For the organization of illegal migration committed by an organized group or for the purpose of committing grave or especially grave crimes, criminal liability is established with a penalty of imprisonment for a term of 8 to 15 years with a fine of 3 million to 5 million rubles. Additional punishment may also be imposed in the form of prohibition to hold certain positions or engage in certain activities for up to 10 years.
He added that Article 241 of the Criminal Code of the Russian Federation stipulates liability for organizing prostitution. The punishment under this article depends on the qualification and may reach five years of imprisonment.
New client-oriented approach
A police officer told Izvestia on condition of anonymity what ethnic prostitution is today.
- This is the most closed segment of shadow services of this kind. It is poorly controlled by law enforcement agencies because of the language barrier and the closed nature of ethnic enclaves. Meanwhile, this business is decades old. Back in the days of Cherkizone, there were closed brothels for representatives of certain nationalities right on the territory of the giant market. The women who provided these services were in appalling conditions. In essence, it was sexual slavery.
In his opinion, the problem is growing - if a few years ago sex services were provided only to "their own", then about a year ago offers of love for sale with oriental girls literally flooded the thematic sites on the Internet.
- They work, as a rule, with dispatchers and on prepayment - as in the noughties and nineties," the policeman said.
Almost slavery
The Izvestia interlocutor believes that prostitutes in brothels of this kind are in an extremely dangerous situation.
- As a rule, these girls have no way back to their homeland. They are manipulated and threatened to publicize their way of life in Russia. For the sake of increasing the flow of an hour with such a girl, the organizers estimate the price of an hour with such a girl to be below 3 thousand rubles. Moreover, the questionnaires often indicate the possibility of sex without contraceptives and other dangerous to health so-called extras without payment. This bribes some clients. Brothels where ethnic prostitutes work are mobile, so the organizers are not too interested in the claims of clients. In addition, the brothels have enough guards from among the "senior" in the ethnic community and outright gangsters. They control the proceeds and make sure that the prostitutes do not run away.
He believes that it is in fact sexual slavery, despite the fact that many ethnic prostitutes are advertised on the Internet as "individual prostitutes".
- Everything looks like individual prostitution, but in 99% of cases the faces are obscured so that you can't visually recognize the woman. The organizers are extremely worried that their activities may not be liked by the traditional community of specific peoples. The organizers of the business and the girls are prosecuted for this kind of business within the community.
